What exists today

Sites already have first-party apps, which the owner turns on and off per site in the admin. The first one is forms: uninstalled by default, and uninstalling does not delete the data.

There is no way yet for an external developer to publish an app. The pages of this section (concept, manifest, field types, post types, settings, installation, OAuth, scopes, webhooks and admin screens) are reserved and only get content when each part goes into production.
